BUILDING DEPARTMENT PERMIT SUPERVISOR

 ESSENTIAL FUNCTION:    The Building Department Permit Supervisor is responsible for supervising permitting activities and Permit Technicians to include organizing, prioritizing and delegating assignments; training and monitoring activities for quality and efficiency; and preparing all required reports.  The Supervisor coordinates all phone, front counter and online activity related to direct contact with customers and the daily processing of permit applications, fee collection and cash control.  This is an exceptionally fast-paced environment and the Supervisor must be highly organized and have the ability to multi-task and remain calm under pressure. 

CLASSIFICATION:  The position of Permit Services Supervisor is considered a non-exempt position as defined by the Fair Labor Standards Act.

 REPORTS TO:   The Building Department Permit Supervisor reports to the Building Administrator.

SUPERVISES:   The Building Department Permit Supervisor supervises the Permitting Technicians.

CITY EXPECTATIONS:   Certain essential City services are required to be maintained in any civil emergency.  Depending on the type of emergency, any and all employees may be activated as essential employees in the event of any emergency.

FUNCTIONS AND RESPONSIBILITIES:

  • Supervises Permit Technicians including duties, assignments, performance evaluations, training and making employment decisions related to the Permitting staff
  • Monitors the quality and efficiency of operational activities of the Permitting staff
  • Supervises and conducts permit and plan review activities including accepting and processing permit applications, checking for completeness and compliance with applicable local and state requirements and reviewing, processing and issuing permits for all types of applications
  • Supervises and provides technical support associated with permitting activities including coordinating public inquiries on development processes, codes, ordinances and permit requirements and generating reports as needed
  • Supervises and performs financial activities in support of department operations
  • Maintains and provides a variety of records for the department related to permitting activities
  • Coordinates and ensures the maintenance and updating of applicable technological systems, software and/or databases in the Permitting area
  • Manages the electronic permitting process
  • Performs related work as required
  • Duties, responsibilities and activities may change or new ones may be assigned at any time with or without notice

JOB REQUIREMENTS AND QUALIFICATIONS:

  • Knowledge of the methods, practices and techniques involved in general building construction and repair work
  • Demonstrated knowledge of the codes, and ordinances governing the construction industry including remodels, commercial entities and new construction
  • Considerable knowledge of the principles of management and leadership
  • Considerable knowledge of computer equipment and its operators
  • Ability to carry out administrative and supervisory details independently and conduct correspondence without review
  • Ability to plan, assign, schedule, supervisor and review the work of others
  • Ability to communicate effectively, both orally and in writing
  • Ability to readily acquire a working knowledge of applicable Zoning Regulations and related division policies and procedures
  • Ability to establish and maintain effective working relationships with other employees and the public

 Educational Qualifications:

  • Three (3) years of experience in building construction experience
  • Preferred Associate or Bachelor’s degree or equivalent in management, public administration, construction management or related field from an accredited college or university
  • Prior Building Permit Technician experience preferred
  • Permit technician certification (CPT) or ability to obtain certification within eighteen (18) months of hire
  • Preferred candidates will have a combination of experience, education, and/or training that produces the knowledge, skills and abilities required to perform the work
  • FEMA courses IS-100, IS-200, IS-700 and G300 to be provided by the City

Special Requirements:

  • Must possess a valid state of Florida driver’s license
  • Must maintain a valid telephone number
  • May be required to work alternate hours as necessary for the efficient operation of the Department
  • Must pass a pre-employment drug test
  • Must pass a criminal history check
  • Must pass a motor vehicle records check
  • The position is subject to report for duty following a hurricane or other emergency

Physical Requirements:

  • Daily routine requires walking, standing, stooping, bending , lifting and carrying
  • Computer work requires manual dexterity using hands and fingers
  • The position requires normal visual acuity and reading comprehension; normal hearing; the ability to articulate clearly
