Code Compliance Officer II Investigator

FUNCTION:     The Code Compliance officer ensures that properties comply with City Ordinances, the Land Development Code and applicable Florida Statutes.  The job operates out of a professional office environment which includes a variety of hardware and software necessary to maintain detailed records on a continuing basis.  The job requires a large amount of field work every day in order to conduct proactive surveys of neighborhoods, beaches, streets and rights-of-way; and to conduct investigations based on citizens’ code complaints.

CLASSIFICATION:   The position of Code Compliance Officer is considered a non-exempt position as defined by the Fair Labor Standards Act.

REPORTS TO:   Reports to Code Compliance Supervisor

DUTIES:  
Scope of Work/Responsibilities:

  • Maintains current knowledge city ordinances, land use and development codes and state statutes governing all aspects of code compliance
  • Makes spontaneous on-site inspection of properties to ensure code compliance daily
  • Conducts required inspections during condemnation procedures, annual inspections of properties applying for rental business tax receipts, business tax receipts, boat slips owned by the City of Holmes Beach, and abandoned and blighted properties
  • Investigates complaints regarding properties not in code compliance, plots a course of action, and follows it through to resolution
  • Answers questions in person and on the telephone regarding property ordinance compliance and citizens’ complaints
  • Maintains a daily log of complaints and/or issues; prepares and writes departmental reports and correspondence
  • Conducts follow-up calls to the complainant stating action taken by Code Compliance
  • Maintains evidence in a database that may be used in any action taken by the Special Magistrate, including, but not limited to date/time stamped photographs, affidavits, e-mails, professional opinions of licensed and certified building officials, police reports
  • Maintains an electronic record of code offenses by property address and type of offense
  • Assesses fines for code violations according to ordinance and statute
  • Prepares all cases going before the Special Magistrate in concurrence with the Code Compliance Supervisor
  • May operate and oversee the Drone Pilot Program which will be used for pre and post storm assessment, safety assessment or missing persons
  • Must be available to work weekends, evenings and holidays if necessary
  • May be required to report to City Hall in the event of an emergency
  • Serves on the Damage Assessment team immediately after an emergency or storm. This includes:
    • Make emergency damage and substantial damage assessments of all occupied structures
    • Document high water marks
    • Follow up with vacation rental owners/management companies to provide information about facility status and occupancy
  • Serves on the Public Assistance team after an emergency or storm
  • Duties, responsibilities and activities may change or new ones may be assigned at any time with or without notice

JOB REQUIREMENTS AND QUALIFICATIONS:

  • Basic Florida Code Certification
  • Desire to attain additional certifications
  • Continuing education as needed
  • Knowledge of municipal, county and state codes
  • Knowledge of laws, regulations and ordinances governing code compliance
  • Knowledge of computers and area specific software (MS Windows, MS Office, CitizenServe)
  • Must be highly organized and able to multi task
  • Valid Florida Driver’s License
  • Must be able to obtain a Remote Pilot Certificate from the FAA
  • Required FEMA courses 100, 200 and 700 (offered by the City)
  • Must be able to successfully pass a drug screening, a background check and a COVID test

Physical Requirements:

  • Ability to work in all weather conditions including seasonally hot temperatures and high humidity
