STREETS AND STORMWATER CREW CHIEF

ESSENTIAL FUNCTION:  The Streets and Stormwater Crew Chief plans, organizes and supervises the activities of the construction, operation, maintenance and repair of the City’s streets and Stormwater structures.  The Crew Chief also manages the operation and dispatching of heavy equipment as required.

CLASSIFICATION:   The position of Streets and Stormwater Crew Chief is considered a non-exempt position as defined by the Fair Labor Standards Act.

REPORTS TO:    The Streets and Stormwater Crew Chief reports to the Public Works Director.

SUPERVISES:   The Streets and Stormwater Crew Chief is a working supervisor of the heavy equipment team.

DUTIES:  
Customer Service:

  • Maintains excellent public relations
  • Answers telephones, returns calls, greets the public

Scope of Work/Responsibilities:

  • Plans, organizes and supervises the heavy equipment crew involved in construction, operation, maintenance and repair of City streets and Stormwater structures
  • Ensures that all work meets appropriate codes, agreements and environmental regulations
  • Supervises the dispatching and operation of heavy equipment as required
  • Regularly inspects the work of the crew for completeness, compliance with specifications and conformance to standard procedures
  • Regularly inspects City Stormwater and drainage structures to prioritize maintenance needs and schedules repairs as needed
  • Coordinates, prioritizes and schedules projects with other City departments, outside contractors, consultants and vendors to maximize collaboration and promote efficiencies
  • Maintains accurate records of projects initiated, work progress and jobs pending completion
  • Provides consistent work progress reports and critical needs assessments as requested
  • Holds regular safety meetings with heavy equipment crew to ensure that safety procedures and policies are being followed
  • Defines and provides training opportunities to promote safety and employee development
  • Projects long term workload requirements, including materials and equipment, and coordinates completion within time and cost constraints
  • Assists the Public Works Director in assignments of recurring and non-recurring work orders, develops and tracks key performance indicators and performs gap assessments
  • Assists the Public Works Director in preparing the estimated budget needs for Streets and Stormwater needs, including any capital improvements
  • Manages the preventative maintenance program for heavy equipment
  • May be required to report to City Hall in the event of an emergency
  • Emergency management responsibilities may include the following:
    • Pre-Storm
      • Assist in the preparation of the cargo trailer for transport to the mainland
      • Assist in the preparation of fuel levels, generators, equipment and sandbag filling station
      • Assist in the preparation of City buildings prior to storm landfall
    • Post-Storm
      • Prepare to assist the First-In teams
    • Duties, responsibilities and activities may change or new ones may be assigned at any time with or without notice

 

JOB REQUIREMENTS AND QUALIFICATIONS:

Knowledge/Skills:

  • Knowledge of the laws and regulations pertaining to the maintenance of Stormwater and drainage channels and systems
  • Knowledge of the procedures and techniques for the construction, operation, maintenance and repair of Stormwater and drainage channels
  • Knowledge of the operation and effective utilization of heavy equipment used in street and Stormwater construction, operation, maintenance and repair
  • Knowledge of the principles of supervision and training
  • Knowledge of basic office procedures and equipment, including computers and applicable software applications

 Educational Qualifications:

  • High school diploma
  • Five (5) years of experience in Stormwater maintenance and street maintenance
  • Two (2) years of supervisory experience
  • Preferred candidates will have a combination of experience, education, and/or training that produces the knowledge, skills and abilities required to perform the work

Special Requirements:

  • Valid Florida Driver’s License required
  • Must have a current CDL license or the ability to get one
  • May be required to work alternate hours as necessary for the efficient operation of the department
  • Must pass a pre-employment drug test
  • Must pass a criminal history check
  • Must pass a motor vehicle records check
  • The position is subject to report for duty following a hurricane or other emergency

Physical Requirements:

  • Ability to work in all weather conditions including seasonally hot temperatures and high humidity
  • May work with chemicals, vapors, dust and exhaust
  • Ability to lift, carry or shovel objects weighing up to 50 pounds
  • Ability to manipulate and move heavy materials, equipment and supplies
  • Ability to climb on to large equipment
  • Ability to operate a variety of industrial tools and machinery
  • Ability to work around equipment that generates noise, vibration and heat
