CITY OF HOLMES BEACH
ASSISTANT PLANNER
BUILDING DEPARTMENT

FUNCTION:  This is an entry level Planner job with emphasis on direct customer service contact and response to public inquiries regarding City development regulations.  The Assistant Planner performs a variety of routine planning functions that includes conducting planning research and performing other related duties as assigned.

 CLASSIFICATION:  The position of Planning Administrator is considered a non-exempt position as defined by the Fair Labor Standards Act.

 REPORTS TO:  The Assistant Planner reports to the Planning Administrator.

 DUTIES:  Customer Service:

  • Maintains excellent public relations
  • Provides timely interpretation to City codes as requested to public and elected officials

 Scope of Work/Responsibilities:

  • Responds to planning inquiries from the public at the counter, via email and phone and participates in pre-application conferences between staff and the public
  • Provides information regarding planning policies and permitting processes
  • Interprets and explains codes
  • Receives and processes various type of current planning permit applications
  • Conducts planning research, analysis and special projects as assigned
  • Prepares staff reports and other documents used in current and long-range planning
  • Presents planning information to committees, elected officials, the Planning Commission and the public

 JOB REQUIREMENTS AND QUALIFICATIONS:

  • Ability to work independently
  • Valid Driver’s License required

 Knowledge/Skills:

  • Understanding of principles and practices of planning and planning records, reports and documentation
  • Knowledge of housing and zoning regulations, economic development and the principles of environmental sustainability
  • Demonstrated methods and techniques of technical report research, preparation and presentation
  • General knowledge and understanding of zoning principles and regulations and land use codes
  • Knowledge of computer hardware and software programs both commercial and proprietary
  • Strong analytical skills to interpret research for reporting and rendering opinion
  • Ability to work on numerous projects simultaneously
  • Ability to meet project deadlines

 Educational Qualifications:

  • Bachelor’s Degree in Planning, Regional Planning or closely related field
  • Three (3) years experience in the planning field
  • AICP certification preferred
  • Required current certifications

 Physical Requirements:

  • Daily routine requires walking, standing, stooping, bending lifting and carrying
  • The position requires normal visual acuity; reading comprehension; normal hearing and the ability to articulate clearly
  • Work includes public contact
